"Vandalism isn't a crime," says Joanne Spinoza, "Because crimes HURT people!" Joanne represents the attitudes of uninformed people who perceive vandalism as a harmless activity. Vandalism is a major problem in many areas and adversely affects the community in numerous ways. Having to repair damaged property is expensive and time consuming, and causes negative feelings among community members. Often, vandalism acts precede more serious criminal behavior, such as gang activity and hate crimes.

The Kids on the Block Program on Vandalism Prevention has been developed, in part, with the city of San Jose Anti-Graffiti Program to help prevent children from participating in vandalism. By addressing contributing factors such as peer pressure and ignorance, this program provides children with information they need in order to become better decision makers. Children are also encouraged to assure responsibility for their actions, and to respect themselves and others.

The complete curriculum consists of large hand-crafted puppets, three scripts, props, follow-up activities and resources to teach children about the social and legal consequences of vandalism. Script material covers graffiti, how vandalism affects people, as well as negative and positive peer pressure.
